The following are excluded from the scope of this regime:

a) Diplomatic and consular missions, as well as international bodies of a public nature recognised under an international agreement to which the Portuguese State is party, established in Portugal or having a headquarters agreement with Portugal;
a) As missões diplomáticas e consulares, bem como os organismos internacionais de natureza pública reconhecidos ao abrigo de convénio internacional de que o Estado Português seja parte, instituídos ou com acordo sede em Portugal;
b) The services and entities of the central, regional or local government subsectors of the State;

c) Independent administrative entities, in particular those covered by Law No. 67/2013 of 28 August, as amended by Law No. 12/2017 of 2 May, that have functions of regulating economic activity in the private, public and cooperative sectors, as well as those operating within the Assembly of the Republic;
c) As entidades administrativas independentes, designadamente, as que têm funções de regulação da atividade económica dos setores privado, público e cooperativo, abrangidas pela Lei n.º 67/2013, de 28 de agosto, alterada pela Lei n.º 12/2017, de 2 de maio, bem como as que funcionam junto da Assembleia da República;
d) Banco de Portugal and the Regulatory Authority for the Media (Entidade Reguladora para a Comunicação Social);
d) O Banco de Portugal e a Entidade Reguladora para a Comunicação Social;
f) Companies with shares admitted to trading on a regulated market that are subject to disclosure requirements consistent with European Union law or to equivalent international standards ensuring adequate transparency of information on the ownership of the shares, as well as their permanent representative offices;
f) As sociedades com ações admitidas à negociação em mercado regulamentado, sujeitas a requisitos de divulgação de informações consentâneos com o direito da União Europeia ou sujeitas a normas internacionais equivalentes, que garantam suficiente transparência das informações relativas à titularidade das ações, bem como as suas representações permanentes;
g) Consortia and complementary groupings of undertakings (agrupamentos complementares de empresas);
g) Os consórcios e os agrupamentos complementares de empresas;
h) Condominiums, in respect of buildings or groups of buildings constituted under the horizontal property regime whose aggregate property value, including the common parts and as determined under the applicable tax rules, does not exceed EUR 2,000,000 or, if it does exceed that amount, where no permillage share above 50 % is held by a single holder, by joint holders or by a natural person or persons who, according to the control indicators and criteria laid down in Law No. 83/2017 of 18 August, must be regarded as their beneficial owners;
h) Os condomínios, quanto a edifícios ou a conjuntos de edifícios que se encontrem constituídos em propriedade horizontal cujo valor patrimonial global, incluindo as partes comuns e tal como determinado nos termos das normas tributárias aplicáveis, não exceda o montante de 2 000 000 (euro), ou excedendo, não seja detida uma permilagem superior a 50 % por um único titular, por contitulares ou por pessoa ou pessoas singulares que, de acordo com os índices e critérios de controlo previstos na Lei n.º 83/2017, de 18 de agosto, se devam considerar seus beneficiários efetivos;
j) Estates in abeyance (heranças jacentes) and undivided estates.

All ten excluded categories are retained, including the condominium thresholds in point (h) (aggregate property value not exceeding EUR 2,000,000 or, if exceeded, no permillage share above 50 % held by a single holder, joint holders or beneficial owners).
