2. Access to RCBE information under Articles 19 to 21 is free of charge, except where it requires special IT processing, in particular the development or maintenance of interoperability mechanisms between the information system supporting the RCBE and the information systems of the competent authorities.
2 - O acesso à informação do RCBE, ao abrigo dos artigos 19.º a 21.º é gratuito, exceto quando requeira um tratamento informático especial, designadamente de desenvolvimento ou de manutenção de mecanismos de interoperabilidade entre o sistema de informação de suporte ao RCBE e os sistemas de informação das autoridades competentes.
3. Access to information for purposes other than those strictly provided for in Articles 19 to 21, in particular for historical, statistical, scientific or research purposes, may be granted under the terms and conditions to be laid down in a protocol entered into with IRN, I. P., which shall be subject to prior review by the National Data Protection Commission.
3 - O acesso à informação para fins diversos dos estritamente previstos nos artigos 19.º a 21.º, designadamente para fins históricos, estatísticos, científicos ou de investigação, pode ser disponibilizado nos termos e nas condições a fixar em protocolo celebrado com o IRN, I. P., o qual é sujeito a apreciação prévia da Comissão Nacional de Proteção de Dados.
4. Making RCBE information available, provided that it contains no reference to the entities to which it relates or to any personal data, in particular for historical, statistical, scientific or research purposes, shall be subject to payment of charges corresponding to the actual cost of the service.
4 - A disponibilização de informação do RCBE, desde que sem referência às entidades a que respeita e a quaisquer dados pessoais, designadamente para fins históricos, estatísticos, científicos ou de investigação, fica sujeita ao pagamento de encargos correspondentes ao custo efetivo do serviço.
5. Charges relating to the RCBE are laid down in the Registries and Notary Fees Regulation, approved by Decree-Law No. 322-A/2001 of 14 December.

Paragraph 1 is shown as repealed; free access under Articles 19 to 21 with the special-IT-processing exception, the protocol subject to prior review by the National Data Protection Commission and cost-based charges are retained.
