1. A carrier that transports to Portuguese territory, by air, sea or land, a foreign national who does not meet the conditions of entry is required to arrange for their return, as quickly as possible, to the point where they began using the means of transport or, if that is impossible, to the country in which their travel document was issued or to any other place where their admission is guaranteed.
1 - A transportadora que proceda ao transporte para território português, por via aérea, marítima ou terrestre, de cidadão estrangeiro que não reúna as condições de entrada fica obrigada a promover o seu retorno, no mais curto espaço de tempo possível, para o ponto onde começou a utilizar o meio de transporte, ou, em caso de impossibilidade, para o país onde foi emitido o respectivo documento de viagem ou para qualquer outro local onde a sua admissão seja garantida.
2. Until re-embarkation takes place, the passenger is the responsibility of the carrier, which is liable to pay the fee corresponding to the passenger’s stay at the temporary detention centre or equivalent facility.
2 - Enquanto não se efectuar o reembarque, o passageiro fica a cargo da transportadora, sendo da sua responsabilidade o pagamento da taxa correspondente à estada do passageiro no centro de instalação temporária ou espaço equiparado.
3. Whenever justified, a foreign national who does not meet the conditions of entry is removed from Portuguese territory under escort, provided by the competent security force within the scope of its remit.
3 - Sempre que tal se justifique, o cidadão estrangeiro que não reúna as condições de entrada é afastado do território português sob escolta, a qual é assegurada pela força de segurança competente, no âmbito das respetivas atribuições.
4. The carrier bears the expenses arising from the use of the escort, including payment of the corresponding fee.
4 - São da responsabilidade da transportadora as despesas a que a utilização da escolta der lugar, incluindo o pagamento da respectiva taxa.
5. The preceding paragraphs also apply where entry is refused to a foreign national in transit when:

a) The carrier that was to take them to the country of destination refuses to board them;
a) A transportadora que o deveria encaminhar para o país de destino se recusar a embarcá-lo;
b) The authorities of the State of destination have refused them entry and sent them back to Portuguese territory.
