1. The interested party shall have the right to lodge an administrative appeal or bring a judicial challenge against a decision refusing to issue a certificate.

4. The time limit for lodging the administrative appeal shall run from the communication of the refusal order.

5. The Code of Administrative Procedure shall apply subsidiarily to the administrative appeal referred to in this article.

6. The judicial challenge provided for in paragraph 1 shall be brought before the administrative court with jurisdiction over the territorial area of the registry office and shall be governed by the applicable procedural legislation.
