1. The statement of responsibility guaranteeing food and accommodation for a third-country national who intends to enter the country, as well as the reimbursement of removal costs in the event of illegal stay, shall be signed by a Portuguese citizen or by a foreign national entitled to stay lawfully in national territory.
1 - O termo de responsabilidade que garanta a alimentação e alojamento a nacional de Estado terceiro que pretenda entrar no País, bem como a reposição de custos de afastamento, em caso de permanência ilegal, deve ser subscrito por cidadão português ou cidadão estrangeiro habilitado a permanecer regularmente em território nacional.
2. The statement of responsibility constitutes proof of possession of sufficient means of subsistence, without prejudice to the possibility of presenting other valid means of proof.

3. The security force competent to decide on entry may make acceptance of statements of responsibility conditional on proof of the financial capacity of the signatory, attested, in particular, by one of the following documents:
3 - A força de segurança competente para a decisão de entrada pode fazer depender a aceitação dos termos de responsabilidade de prova da capacidade financeira do seu subscritor, atestada, designadamente, através de um dos seguintes documentos:
a) The Personal Income Tax (IRS) assessment statement for the previous year;
a) Declaração de liquidação do Imposto sobre o Rendimento das Pessoas Singulares (IRS) do ano anterior;
b) A statement of earnings issued by the social security services;
b) Extrato de remunerações emitido pelos serviços da segurança social;
d) The last three receipts for amounts received for the performance of employed or self-employed activity.
d) Os três últimos recibos de quitação dos valores auferidos pela prestação de atividade subordinada ou independente.
4. The statement of responsibility to be submitted by shipping agents under Article 8(6) of Law No. 23/2007 of 4 July, as amended, is subject to the conditions laid down in Article 12(2) to (4) of that Law.
