Amendments to be made to the property registers (matrizes) must comply with the following rules:
As alterações a introduzir nas matrizes devem obedecer às regras seguintes:
a) Unregistered properties are entered under additional register entries, continuing the preceding numbering and adding to the text the note «Omisso desde...» (“Unregistered since...”);
a) Os prédios omissos inscrevem-se em artigos adicionais, continuando-se a numeração precedente e acrescentando-se ao texto a nota «Omisso desde...»;
b) New properties are entered in the manner set out in the preceding point; for urban properties, the date referred to in Article 10 must be stated and the register entry for the land on which the building stands deleted, and, for rural properties, the date on which that classification was assigned to them and the reasons must be stated;
b) Os prédios novos são inscritos pela forma declarada na alínea anterior, devendo, quanto aos urbanos, indicar-se a data referida no artigo 10.º e eliminar-se o artigo correspondente ao terreno de implantação e, quanto aos prédios rústicos, indicar-se a data em que lhes foi atribuída essa classificação e os motivos;
c) Improved, modified or rebuilt properties are entered under new register entries, the following being recorded in their texts, as the case may be: «Melhorado (modificado ou reconstruído) em ... de ... de ... - Estava inscrito sob o artigo ...» (“Improved (modified or rebuilt) on ... – Previously registered under entry ...”);
c) Os prédios melhorados, modificados ou reconstruídos inscrevem-se em novos artigos da matriz, lançando-se nos respectivos textos, conforme os casos: «Melhorado (modificado ou reconstruído) em ... de ... de ... - Estava inscrito sob o artigo ...»;
d) In the case of properties modified or improved without any change in the number of dwellings or storeys, the amendment is made in the respective register entry, the following being noted in the text: «Modificado (ou melhorado) em ... de ... de ...» (“Modified (or improved) on ...”);
d) Tratando-se de prédios modificados ou melhorados sem variação de número de fogos ou andares, a alteração é feita no respectivo artigo, anotando-se no texto: «Modificado (ou melhorado) em ... de ... de ...»;
e) If a property is divided, its registration in the property register is deleted and each new property resulting from the division is entered under an additional register entry;
e) Se um prédio for dividido, é eliminada a sua inscrição na matriz e cada novo prédio resultante da divisão é inscrito em artigo adicional;
f) A property formed by merging other properties is entered under an additional register entry, the registrations of those that have ceased to exist autonomously being deleted and the following being noted in the new registration: «Formado pela reunião dos artigos ...» (“Formed by merging register entries ...”);
f) O prédio constituído pela reunião de outros prédios é inscrito em artigo adicional, eliminando-se as inscrições dos que deixaram de ter existência autónoma e anotando-se na nova inscrição: «Formado pela reunião dos artigos ...»;
g) Where a property is totally demolished or destroyed, the corresponding register entry is deleted; if the demolition or destruction is partial, the description in the property register is corrected and the taxable property value amended in accordance with the result of the valuation;
g) Quando se verifique demolição ou destruição total de um prédio, o correspondente artigo é eliminado, rectificando-se a descrição na matriz e alterando-se o valor patrimonial tributário, de harmonia com o resultado da avaliação, se a demolição ou destruição forem parciais;
h) Where a property is to be reclassified, the corresponding register entry is deleted from the property register, and if the transformation is partial the second part of the preceding point applies;
h) Quando haja lugar a nova classificação de um prédio, procede-se à eliminação do artigo correspondente da matriz e se a transformação for parcial atende-se ao disposto na segunda parte da alínea anterior;
i) Changes to the taxable property value are made by stating the new taxable property values, always mentioning the year in which the changes are made and the documents on which they are based, and cancelling the corresponding previous details, but in such a way that they remain legible;
i) As alterações do valor patrimonial tributário fazem-se indicando os novos valores patrimoniais tributários, sempre com menção do ano em que as alterações forem efectuadas e dos documentos em que se fundarem, e anulando os correspondentes elementos anteriores, mas de forma a não impossibilitar a sua leitura;
j) Where the sheet corresponding to a registration cannot accommodate further amendments, they are continued on an additional sheet;
j) Quando a folha correspondente a uma inscrição não comporte mais alterações são as mesmas continuadas em folha adicional;
l) A register entry is cancelled by striking through its number and the corresponding taxable property value with a line.
l) A anulação de um artigo da matriz efectua-se cortando com um traço o respectivo número e o correspondente valor patrimonial tributário.
The rules for entering unregistered, new, improved, divided, merged, demolished and reclassified properties, and the point lettering (a) to (j) and (l), are retained.
