2. Negative certificates of registrations and certificates of documents or orders may only be issued by the registry office competent for the registration.

3. The registrar and any registry officer are competent to issue the documents referred to in the preceding paragraphs.

The rule that any registry office may issue certificates and uncertified copies, while negative certificates and certificates of documents or decisions are reserved to the registry office competent for the registration, is retained.
