1. At border crossing points subject to control, a short-stay visa may, on an exceptional basis, be granted to a foreign national who, for unforeseen reasons, has been unable to apply to the competent authority for a visa, provided that the person concerned:
1 - Nos postos de fronteira sujeitos a controlo pode ser concedido, a título excecional, visto de curta duração ao cidadão estrangeiro que, por razões imprevistas, não tenha podido solicitar um visto à autoridade competente, desde que o interessado:
a) Holds a valid travel document permitting the crossing of the border;
a) Seja titular de documento de viagem válido que permita a passagem da fronteira;
b) Meets the conditions laid down in Article 11;
b) Satisfaça as condições previstas no artigo 11.º;
c) Is not entered in the Schengen Information System (SIS) or in the national list of inadmissible persons;
c) Não esteja inscrito no Sistema de Informação Schengen ou na lista nacional de pessoas não admissíveis;
d) Does not constitute a threat to public policy, national security or the international relations of a Member State of the European Union;
d) Não constitua uma ameaça para a ordem pública, para a segurança nacional ou para as relações internacionais de um Estado membro da União Europeia;
e) Has secured travel to the country of origin or to the country of destination, as well as admission there.
e) Tenha garantida a viagem para o país de origem ou para o país de destino, bem como a respectiva admissão.
2. A short-stay visa issued under the previous paragraph may only be granted for one entry and its validity must not exceed 15 days.

3. The visas referred to in this Article may be valid for one or more States Parties to the Implementing Convention.
