1. Foreign nationals who do not have sufficient means of subsistence, both for the period of the stay and for the journey to a country in which their admission is guaranteed, or who are not in a position to acquire such means lawfully, are not permitted to enter the country.

2. For the purposes of entry and stay, foreign nationals must have, in means of payment, per capita, the amounts set by order (portaria) of the members of the Government responsible for migration, labour and social solidarity; these amounts may be waived for those who prove that their board and lodging are assured during their stay.
2 - Para efeitos de entrada e permanência, devem os estrangeiros dispor, em meios de pagamento, per capita, dos valores fixados por portaria dos membros do Governo responsáveis pelas áreas das migrações, do trabalho e da solidariedade social, os quais podem ser dispensados aos que provem ter alimentação e alojamento assegurados durante a respetiva estada.
3. The amounts set under the preceding paragraph are updated automatically in line with the percentage increases in the highest national minimum wage.
