1. Entry into Portuguese territory shall be refused to foreign nationals who:
1 - A entrada em território português é recusada aos cidadãos estrangeiros que:
a) Do not meet all the legal requirements for entry; or
a) Não reúnam cumulativamente os requisitos legais de entrada; ou
b) Are the subject of an alert in the SIS for the purposes of refusal of entry and stay; or
b) Estejam indicados para efeitos de recusa de entrada e de permanência no SIS; ou
c) Are the subject of an alert in the UCFE Integrated Information System (SII UCFE) for the purposes of return or of refusal of entry and stay; or
c) Estejam indicados para efeitos de regresso ou recusa de entrada e de permanência no SII UCFE; ou
d) Constitute a danger or a serious threat to public policy, national security, public health or the international relations of Member States of the European Union or of States in which the Implementing Convention is in force.
d) Constituam perigo ou grave ameaça para a ordem pública, a segurança nacional, a saúde pública ou para as relações internacionais de Estados membros da União Europeia, bem como de Estados onde vigore a Convenção de Aplicação.
2. Refusal of entry on public health grounds may be based only on the diseases defined in the applicable instruments of the World Health Organization or on other infectious or contagious parasitic diseases that are the subject of protective measures in national territory.
2 - A recusa de entrada com fundamento em razões de saúde pública só pode basear-se nas doenças definidas nos instrumentos aplicáveis da Organização Mundial de Saúde ou em outras doenças infecciosas ou parasitárias contagiosas objecto de medidas de protecção em território nacional.
3. A third-country national may be required to undergo a medical examination to certify that they are not suffering from any of the diseases referred to in the preceding paragraph, and to undergo appropriate medical measures.
3 - Pode ser exigido ao nacional de Estado terceiro a sujeição a exame médico, a fim de que seja atestado que não sofre de nenhuma das doenças mencionadas no número anterior, bem como às medidas médicas adequadas.
4. Entry must also be refused where an alert for the purposes of return accompanied by an entry ban is found in the SIS. Entry may, however, be authorised, following an exchange of supplementary information with the Member State that issued the alert and the deletion of that alert, where the third-country national shows that they have left the territory of the Member States of the European Union and of the States in which the Implementing Convention is in force in compliance with the relevant return decision and have complied with the period of the entry and stay ban.
4 - A entrada deve ainda ser recusada em caso de descoberta de indicação para efeitos de regresso existente no SIS, acompanhada de uma proibição de entrada, podendo ser autorizada, após intercâmbio de informações suplementares com o Estado membro autor da indicação e eliminação desta, quando o nacional de país terceiro demonstrar que deixou o território dos Estados membros da União Europeia e dos Estados onde vigore a Convenção de Aplicação, em cumprimento da respetiva decisão de regresso e tiver cumprido o período da proibição de entrada e de permanência.
