2. The decision to authorise or refuse airport transit shall be communicated to the competent authorities of the requesting Member State within forty-eight hours, which may be extended by an equal period in duly justified cases.

3. If no decision is taken within the time limit referred to in the preceding paragraph, the requested transit operations may be started by the requesting Member State by means of mere notification.
