1. A monitoring group is hereby established, composed of the board of directors of the Agency for Integration, Migration and Asylum (AIMA), the Director-General for Consular Affairs and Portuguese Communities, the president of the Agency for Investment and Foreign Trade of Portugal (AICEP, E. P. E.), a representative of the member of the Government responsible for culture and a representative of the members of the Government responsible for education and science.
1 - É criado um grupo de acompanhamento constituído pelo conselho diretivo da AIMA, I. P., pelo diretor-geral dos Assuntos Consulares e das Comunidades Portuguesas, pelo presidente da AICEP, E. P. E., por um representante do membro do Governo responsável pela área da cultura e por um representante dos membros do Governo responsáveis pelas áreas da educação e da ciência.
2. The monitoring group holds an ordinary meeting once a month, convened by any of its members, who may also convene extraordinary meetings.
2 - O grupo de acompanhamento reúne ordinariamente uma vez por mês, por convocação de qualquer dos seus membros, podendo estes convocar ainda reuniões extraordinárias.
3. The members of the monitoring group referred to in paragraph 1 may appoint representatives to replace them in the event of impediment or absence.
3 - Os membros do grupo de acompanhamento referidos no n.º 1 podem designar representantes para os substituir em caso de impedimento ou ausência.
4. The monitoring group has the following powers under the special scheme of residence permits for investment activity:
4 - O grupo de acompanhamento tem as seguintes competências no âmbito do regime especial de autorização de residência para atividade de investimento:
a) To discuss and submit proposals for solutions to, or clarification of, any doubts that arise, and for that purpose it may request a technical opinion from, or the participation in its meetings of, experts in the matters under discussion;
a) Debater e apresentar propostas de solução ou de esclarecimento sobre dúvidas que se coloquem, podendo para o efeito solicitar o parecer técnico ou a participação nas suas reuniões de peritos nas matérias em discussão;
b) To discuss, coordinate and submit proposals on activities to promote the scheme in Portugal and abroad, with a view to attracting new investors;
b) Debater, coordenar e apresentar propostas sobre atividades de divulgação interna e externa do regime, tendo em vista a captação de novos investidores;
c) To monitor statistical developments in the residence permit for investment activity scheme and submit to the respective supervising ministers reports on the state of play together with such proposals as it considers appropriate.
c) Monitorizar a evolução estatística do regime de autorização de residência para atividade de investimento e apresentar às respetivas tutelas relatórios com pontos de situação e com as propostas que entender apropriadas.
d) To assess, every two years, the investment activities provided for in Article 3(1)(d) of Law No. 23/2007 of 4 July, as amended, as regards their impact on scientific and cultural activity, the promotion of foreign direct investment and job creation.
d) Avaliar, a cada dois anos, as atividades de investimento previstas na alínea d) do n.º 1 do artigo 3.º da Lei n.º 23/2007, de 4 de julho, na sua redação atual, quanto aos seus impactos na atividade científica e cultural, na promoção do investimento direto estrangeiro e na criação de postos de trabalho.
