a) It was granted on the basis of false or misleading statements, false, falsified or altered documents, or through the use of fraudulent means;

2. Renewal of the EU Blue Card is granted only where, cumulatively:

a) The holder meets or continues to meet the conditions of entry and residence laid down in this section, or the conditions that allowed the document to be issued still subsist;

b) The holder has sufficient means of subsistence, as defined by order (portaria) of the members of the Government responsible for migration and social security, taking into account, in particular, the absence of recourse to social security support, excluding unemployment benefit;

c) The holder has not been convicted of an intentional crime and sentenced to a penalty or penalties which, individually or cumulatively, exceed one year’s imprisonment;

3. Without prejudice to paragraphs 1 and 2, decisions on cancellation or refusal of renewal observe the principle of proportionality and the specific circumstances of the case.
